Just unzip the files to a temporary folder and run the setup program in the temporary folder from within windows.
One IRQ in the 10 to 15 range must be free.
Driver was likely written for win3.1, but works in 95. The TV card REQUIRES a ribbon cable to connect to the VESA feature pins on your graphics card. If you don't have the VESA feature connector, you are out of luck. An old IDE cable can be used as the ribbon cable - just make sure the pins on the tv card connect straight through to the same pins on your video board - and use the connectors on the ends of the cable - there must be no stubs. The readme.txt file included is fairly helpful.
